Enforce hospital times by injury not by crime

For example, say I was shot 1 time in the arm after a 10-80, you wouldn't just send me to the hospital for 600 seconds. And maybe more like 100 or so. But, so people don't just try to avoid jail time like before, when a suspect is sent to the hospital for say 1 gsw, it should be mandatory for at least 1 officer to head to where people get out of pillbox and transport them. If someone is dead, then that would be where you would do 600.

The only problem is how would you enforce them staying in the hospital if they only go in for like 60 days what if the officers are in Sandy or even paleto?
